I don't know. He emailed me back in December proposing the additional withholding and I emailed him back basically saying, "Why? Things are OK the way they are." That was it.

I'd make very very very sure the money went to withholdings and not some caribbean vacation fund or up the accountant's noseā¦.
Speaking of how do things happen, I apparently accidentally ordered a new laptop for my new hire, which wasn't in the departmental budget. I went back to see what I had done, and what I had written on the requisition form was: (desk currently has a desktop -- is there a laptop that could be used instead?) with no budget codes or anything! WTF, IT dude?
