Also, if I had to drop her off at building on campus, there are handicap spots in the campus, but you also need a campus permit to use those so we never do. She stopped at med center and then they were going to meet me at another building on campus.

The woman in line behind had dropped her handicapped teen off at camp and went to park the car using the placard and also got ticket and was pissed.

I don't think the people who enforce these crazy parking procedures understand that if you yourself is disabled, or have a disabled child, taking care of a disabled adult, that you have a lot of bullshit you go through every day. It can be very tiring and the last thing they need is more bullshit.
How can they give you a ticket if you weren't parked in the space?
