I like to think the pro-city people lost the last 150 votes with the last-minute flyer that used a dark photo of Atlanta mayor Kasim Reed to threaten voters in neighborhoods near Atlanta that if they didn't vote for cityhood, their neighborhoods would be annexed by the scary black man. The icing on the cake: it misspelled the Toco Hills neighborhood Tocco Hills throughout.

As to the Ohio Pot initiative. I suspect a lot of the "no" vote was based on the belief that as written in granted growing monopolies to a very small group. I don't know for sure if that argument is true; no report I saw contested the monopoly charge. Given the level of our press, that lack unfortunately proves little.
