Add the same amount of water to the glass as absinthe, but as slowly as possible. The dripping of the water helps the oils in the absinthe louche and turn that gorgeous milky jade color.
Absente is sweet enough that *I* don't add sugar to it, but I also drink Fernet straight. If you think you'll want sugar and you don't have an absinthe spoon: get a small spoon, dip it in the absinthe, dip it in the sugar, balance the spoon so the bowl is resting over the glass, then slowly pour/drip the water over it, dissolving the sugar.

Bowl facing up is probably best.
You could also do the Bohemian version, which is dip the spoon in absinthe, dip it in sugar, set it on fire, set the absinthe on fire, then add the water to extinguish the flames. It caramelizes the sugar a bit, and is fun to watch.
