I can see annoyance killing the mood in the short term, but when it becomes a reward/punishment pattern rather than both partners expressing their feelings for one another I think things are all screwed up.

SOs flat refusing to do their share of housework brings up all kinds of issues for me. I don't like being treated like a servant, and I don't like being forced to choose between living with their mess or cleaning it up for them. That's a total dealbreaker for me. I am never engaging in that particular power struggle ever again.

I think sex-as-reward also implies that having sex is a chore, and a rather unpleasant one at that: "You do these unpleasant household tasks for me, and in return I'll have sex with you." Which is different from "I'm kind of pissed right now so, no, I don't want to cuddle."
