I think there is also a tendency to be reasonable in the case of non-residential buildings as well. Basically require the permit, make sure it will do no harm and grant pretty fast if it won't. (

Now I'm really curious as to whether we have that law in CA. It seems ridiculous. Having rain barrels and using that water to irrigate would actually be a step FORWARD.

My co. built an office tower in midtown in NY recently and one of the awesome things about it is that it collects rainwater from the roof and runoff from the sides of the building and that water is what gets used to flush toilets and cool mechanical systems and stuff.
