California's rates are about average and they were before the deregulation disaster. It was a different story when PG&E was forced to buy power at 100 times the going rate. New York and Connecticut generally have the most expensive rates in the continental United States. Hawaii's rates about about double New York's.

Actually, they should be the same since I didn't pay for heat in NY and I didn't have AC until the year I moved.
We're talking stove, fridge, appliances, lights. In a NY 1-bedroom that was about $40-45 a month.
California's cost per kilowatt hour is also lower.

I am super excited that it seems like my utilities are about the same here compared to NYC, and here I'm paying for my own heat and am, so far, home all the time.
I probably average $250 combined for a three bedroom house.

Hm, looks like my bill used to be around $30ish a month, but it's jumped to $50 recently. Huh. I think that's just the winter increase, though, from using the heater. Last year around this time I had a $70 bill.
We recently replaced the windows with much better ones so I'll be curious to see how summer goes. We've gotten up to $300 during a hot summer month. For quite awhile my wife kept wanting to add insulation, and I had to keep pointing out that there's nothing to add insulation too. We'd have to rebuild the house with 2x6 exterior studs instead of 2x4.
