When? This might have been a regional thing. When the drinking age here was 18, it was 18 at package stores, bars, restaurants, the whole shebang. However, it's been 21 for a very long time - for probably about 20 years - for the whole shebang.

No. They sell packages. They're all in identical boxes, wrapped in plain brown paper. If you're lucky the package you bought has beer. If you're unlucky you just bought a package of used diapers. It's kind of like the lottery.
Maybe it was only regional. La changed theirs, uhm, maybe 9 years ago.

They have them in the malls, even. Louisiana's different about alcohol. I don't think they have a law against open containers of alcohol in the car, either.
