I'm really not sure how much is passive-aggresiveness and how much is ineptitude. I mean, I don't particularly like dealing with this task either. But it makes more sense for her to do it and we've got to have someone besides me proficient at it. And it is really not that hard. So every time it has come up recently, I make her do it. And every damned time, she asks the same damn questions. And I c&p the same damned responses & instructions.
And I'm going to keep dumping it back on her plate until she's no longer asking me the same thing.
Ah, acquired incompetence then. My kids practice that one.
How often does it come up? Just out of curiosity.
Although if she's got her already asked questions and the same answers you are going to give again in her email all she really has to remember is how to look that up...
If it's happening multiple times, I'd just start referring her to the date of the previous time she asked the same questions. And cc whoever you both report to.
I'm horrible with things like that, I like to confirm I know the steps I'm about to do, but at least I phrase it as "I need to do these steps, right?" Supervisors get annoyed that I ask multiple times, but at least all I want is a "Yes, that's correct."
Ha. I fortunately didn't need this over the holidays...(uh, mostly)...but this is funny.

Oh sweet Jesus, sarameg. It's a miracle there isn't a dent in your desk from all of the times you've beat your head on it.
I need to rsvp for the company holiday party. Do I want prime rib, lemon grilled chicken, or grilled portobello mushroom?
Prime rib.
At least that's what I want.
