Because getting a portrait of one's pet is something of a luxury in this economy, I assume.
Also, I dunno about Tom, but that would be a business that required a lot of applied extroversion to drum up work. One would have to not only like animals, but be good at talking oneself up with random strangers at dog parks and pet stores and dog shows and whatnot.
I'm not saying it's a good idea, but there are a ton of rich people in New York with pets!

This, mostly. Plus, I have no idea how much demand there would be for that sort of thing. Also, I would have to learn a whole lot of about studio lighting and shooting, and buy a lot of expensive equipment.
