That's another $30. As far as I can tell, I just fill out the form and then mail them my passport book and they put in a new card and I get to keep everything else inside? What sorts of mailing bonuses should I use? Delivery Confirmation? Signature Confirmation?

Er, generally when you renew they send you a whole new passport, and separately send the old one back.

I'm looking at this page, which states that I can renew by mail if my most recent passport "Is undamaged and can be submitted with your application." I only need a new passport card, not a whole new book.

I don't want a whole new passport. I have a visa for India in this one that hasn't expired yet. You never know when you're going to have to take a trip to the wife factory.

P-C - I got my just last passport sent back with a hole punched through it when I renewed... well, a decade ago. My current one is a month past expiration. But, anyway, they used to send back the old one if you wanted it. I'm only half following the conversation, so pardon if I'm not on point.

I think you can send a non-operational form in on registering a car that is not working. Since your car is only theoretical, ita, it should be possible to register it non-operational.
