Why do people advise people to buy "beater" cars for $1,000 or less-- because I do not think those exist anymore. $5,000 seems to be pretty much bottom of the barrel.

Yeah. With the Cash for Clunkers resulting in the scrapping of a bunch of beaters and with the bad economy hurting new car sales, used car prices have gone up a lot, especially for fuel-efficient models.
