People laughed when I warned them this might happen, but all it took was to have a couple of veterans who made the minimal requirements to apply, and even though I'm 5x more qualified for the position, it wouldn't count as much as the veterans' preference.
I sent a frantic email off to the Big Boss and the HR person. Guess we'll see what happens.

All of this shit is managed in Washington, and I have no direct contact with those people. And the HR person is on leave today.
Hopefully the Big Boss will follow up.
I suppose they could keep me on in contract status, but that would suck--the benefits are lousy, and being a contractor actually interferes with my ability to get shit done. I can't sign reports, I can't manage projects, and so forth.

Ugh. You are not the only person I know who has had that happen, 'Suela, to be working in a job and then not make the short list. I've been told that people in that position should just lie on their KSA and say "Yes, I have supervised doing all of those things" or whatever the highest level is, rather than be honest.
