He's just been doing it a lot more often to Bob and me lately (eta: but he's been at it for months with less frequency). There are a lot of not-good things happening involving him so it's good if it shows he's happy, it's just...frequent.

Depends on the cat. Coco does something similar to the flop, and he goes into attack mode if you pet his stomach (but petting his chest is okay.) On the other hand, Seamus's reaction to "tummy rub" is closer to "I'll give you 24 hours to stop that."
