Because I know a ton of people who REFUSE to ever take more of any OTC drug than the bottle says, even when I point out that when the same drug is prescribed, the dose is 2x that amount. Like ibuprofen.
Huh. That's not my experience. Or my practice, with anything but Tylenol.

I stick to the amount of Tylenol that the bottle says, because I had a friend in high school who ended up in the hospital for a week and nearly needed a liver transplant from too much Tylenol. (Well, too much Tylenol combined with too much alcohol. There were rumors that he was trying to commit suicide, but he says that he was just drunk and couldn't keep track of how many pills he'd taken.)
For most other drugs, though, I look up what the prescription dosage is and I won't go higher than that. With NSAIDS, I'll take way more than the bottle says. The only other OTC drugs that I take are allergy and cold medicines, and those tend to put me to sleep even at half the recommended dose, so I won't go much higher.
I have terrible side-effects to everything - caffeine, aspirin, etc. I lost the ability to read from a half-dose of OTC "Comtrex" - because the Benedryl in the formula, in combination with the rest of the formula, started shutting down my brain. (Lips and tongue went numb, too - fortunately, it was all temporary...less than 20 minutes)
Percocet dries out all my mucous membranes.
Even sugar doesn't give me a buzz - I fall asleep.
New FDA regulations about drugs? Just another reason for my pharmacist friend Proko to look at me and cackle. "Let's see what happens NOW!"

I'm surprised at how many rules-followers I know, because I cheerfully disregard the OTC label for everything except Tylenol. (Well, only when I need to. When 1 Zyrtec works, then I don't need to exceed the label's limit of 1.)
My Ex BIL died from an accidental overdose of Tylenol.
