Cancersucks.org [link] has the worst I've run into in some time. I particularly resent it because I could do so much better with that domain name.
Each screen takes forever to load. Clicking "Skip Intro" does not make the loud music and moving images go away. It's at least 15 seconds before there's a way to turn off the music. Everything you click has to go through beeps and various Flash gyrations before it opens the text, which is mostly almost unreadable, because it's pale gray over a white transparent box over a busy picture.

I wish I could send you to Solomon Shoes website circa 2001. The Flash animations were so egregious that I sent them an email that just said "Stop it with the Flash!"

Ad agencies and restaurants tend to be the worst Flash offenders, IME. All music and blinky things and no plain HTML versions anywhere in sight.
