lcat, maybe All the King's Men. And Talk of the Town may get a little esoteric, and it involves State courts and not Federal, but it has a lot to say about law as a set of principles vs. law as a way to deal with specific situations.
Part of the problem is, the way the Federal government works is usually not the stuff that good movies are made of.
