lcat, maybe All the King's Men. And Talk of the Town may get a little esoteric, and it involves State courts and not Federal, but it has a lot to say about law as a set of principles vs. law as a way to deal with specific situations.
Part of the problem is, the way the Federal government works is usually not the stuff that good movies are made of.

Having just rewatched ROTK, it's hard to imagine anyone else bringing me to Middle Earth, but Del Toro is a good choice I suppose.
Watching all the special features and seeing the PJ/New Line love makes me so sad to think of the eventual goings on. It's like watching your two best friends break up in high school. Tragic.
