It's so insanely corrupt! And not so much for bribes like Brooklyn and Philly. They have their own "Black" sites where they put prisoners and their PDs can't find them. Nasty. Completely unaccountable and violent and dangerous.
All true, but they're smart enough not to approach a demonstration like an invading army (ala Ferguson/St. Louis County PD).
Also, I read a report that said that of all the complaints filed against CPD officers 350 or so were attributable to 20 or so cops. I've got to believe that if the other cops held those 20 accountable instead of maintaining the blue wall bs the situation would be drastically different. It wouldn't fix everything but it would go a long way in the right direction.
