le nub, I'm thinking leaving a dog in an enclosed space in cold weather is much less of a problem than in hot weather. Its body heat would be largely retained by the enclosure, and if it has a blanket, upholstered seat or carpet to lie on, its coat should retain sufficient body heat to keep it comfortable. I'd think anxiety would be more of a problem than cold.

Dogs are left outside with inadequate shelter far more frequently than is humane, and they survive physically.

Unless the dog is shivering, and it's obviously from cold and not anxiety, or unresponsive, I wouldn't worry. But you're a good person to be concerned.

Yeah, my dog is outside in 30 degree weather right now and thinks it's about the best thing that's ever happened to him. I looked out to check on him and he has snow on his nose. Admittedly, he's got a big thick coat.

eta: I should clarify, has snow on his nose because he's been burrowing and playing in it. He has plenty of sunny, non-snowy spots to be in, but loooves the snow.

Lucy minced and groaned when it was raining, but she LOVED the snow. She would lie in it, bury her face in it, all that. She also had a really thick coat, though.

Last year when we had some serious snow, I saw a man with his dog. They'd been walking, but the dog founda nice patch of snow and was rolling in it, and just loving it. His person stood patiently as the dog just indulged in it.
