She's not registered anywhere! She's quitting and moving to DC, not getting married. And seriously, she's in her 50s and going from a two-bedroom to a small one-bedroom, so I'm pretty sure Stuff would be the wrong way to go here.

I say go with the Giftcard. She can use it to treat herself to whatever she wants.
Or if she moves and realizes she downsized the wrong thing she can get a replacement.
When I left my job and moved I got gift cards and it was really nice. Especially when I kept discovering things I didn't think I'd need and didn't pack but then ended up needing anyway.
