I have two stories like that about David Simon. Captain Marimow in the Wire was named after Simon's worst boss, and, as such, is an incompetent, penny-pinching weasel with stupid hair. The Luther Mahoney shooting on H:LOTS came about after the network said "Simon, you can't have your drug dealer get away with it. If you won't arrest him, he has to die." So Simon wrote the most ethically compromised officer-involved shooting he could think of.People still debate it. He was that determined to thwart "closure"
