I guess basically I think it was an honest mistake, but I know the refs can't really get into determining intent. Or shouldn't.

But at that point the ball was live, right? I mean he called for a fair catch but then funbled the catch. It seemed like a rational response to go after him. But yeah, I understand penalizing late hits is intended for safety.
