What's the promotion talk?

Well, there is apparently stuff that "is not supposed to be said during a review", but, from what I inferred, it seems that she has already discussed this with our HR person and former Big Boss. However, my boss doesn't know if it can happen when our group is not making our numbers, which is bullshit, but wouldn't surprise me.
