Okay, I'm totally skipping 800+ posts to avail myself of the legal librarian hivemind. I'm trying to find the place in the law/regulations/whatever (Federal Register, perhaps?) that states the process/procedures for providing notice of changes to the CFR. Google and other legal sources are failing me but I know it's there.

I think the most gorgeous landscape I've ever seen on film is the desert and countryside of Israel in Jesus Christ Superstar. Just stunning mountain ranges and bare expanses.
(BTW, you know that final shot in the film, of the sun setting behind the cross on the hilltop, with the ghostly image of a shepherd guiding his flock in the foreground? The cameraman had no clue the shepherd was there--he was just getting the shot of the cross and sun. It wasn't noticed until they were viewing the dailies and saw the man and sheep walking through the shot. The second AD apologized for not seeing him, but Jewison said it was perfect.)
