My best guess would be there is something in the migrated data for the user account that is getting flagged as invalid when it tries to save the changes to the user record so the update doesn't occur.

Did you click on 'Update View Settings' after checking the box?
It's is not working for me (and I cannot get it to remember my time zone), and I have pushed the "Update View Settings" button.

Yep, I was able to turn it on and off successfully in Firefox. Let me know if there's any other testing that would be helpful.
